Thanks to Unofficial Patch 1.5 you can eaisly set EE2 to run in the Windowed Mode to enable this function. In some games (including Empire Earth II), the Game Mode state for the game can only be changed when the game is running in the Windowed Mode. To learn more what the Game Mode actually does, please read: /windows-10-game-mode The update rolls out slowly, so not all users already received it by Windows Update, however, if you're lucky and the Creators Update was already installed - you can enable the new "Game Mode" in Empire Earth II and Empire Earth II: The Art of Supremacy.
